The Cohen Group provides advice and assistance on strategy, business development, and regulatory issues to a wide range of U.S. and foreign IT, telecommunication and media firms - ranging from global independent software vendors and large system integrators to specialized niche businesses - regarding their operations in the U.S. and abroad. TCG advises and assists IT firms in developing and executing strategies to expand their presence in public and private sector markets. Public sector markets of focus include defense, intelligence, homeland security, law enforcement, and health care at the Federal, State and major municipal level. Private sector markets include defense and aerospace. TCG's services include detailed market assessment, business development strategies, tailored marketing materials, identification of and work with relevant decision makers to ensure the best correspondence of customer requirements and client firm product offerings, and corporate development strategies. TCG also advises and assists U.S. and foreign telecom operators and technology firms. Services include analysis of policy and regulatory issues in the U.S., European Union and other countries; assistance in shaping or responding to policy and regulatory developments; business development with public sector telecom customers in the U.S. and foreign governments; and assistance on CFIUS and related matters. Firms include incumbent carriers; facilities-based competitive carriers; wireless carriers; equipment manufacturers; firms with innovative or niche technologies; firms specializing in architecture design, spectrum management, test and evaluation, and SETA support; and investors. TCG principals bring decades of experience with both private sector and public sector IT and telecom matters. As chairman for 18 years of the relevant Senate subcommittee, then-Senator Cohen and his team co-authored every significant law regarding Federal IT procurement during the 1980s and 1990s, including the landmark IT Management and Reform Act (ITMRA, more commonly known as the Cohen-Clinger Act) that defines how Federal agencies design, procure and manage IT assets. As Secretary of Defense, he and his team were deeply involved in implementing the ITMRA, redefining DOD and Federal approaches to information assurance, and promoting IT and IA investment by and collaboration with foreign governments. With DOD being one of the largest telecom providers and consumers in the world, they were involved in deploying telecom infrastructure around the world, promoting convergence, overseeing spectrum management, and reviewing international telecom mergers and acquisitions.
