The Pharmaceutical Care Management Association (PCMA) is the national association representing America's pharmacy benefit managers (PBMs) PBMs administer prescription drug plans for more than 210 million Americans with health coverage provided through Fortune 500 employers, health insurance plans, labor unions, and Medicare Part D. PCMA continues to lead the effort in promoting PBMs and the proven tools they utilize, which are recognized by consumers, employers, policymakers, and others as key drivers in lowering prescription drug costs and increasing access. The tools and techniques pioneered by PBMs are projected to save Medicare and the commercial market more than $1.3 trillion dollars on prescription drug costs from 2008 to 2017. These tools include: Electronic prescribing (e-prescribing) Mail-service pharmacy; Pharmacy and therapeutic (P&T) committee formulary development and review; Pharmacy network management; Negotiation and administration of product discounts, including manufacturer rebates; Generic substitution; Drug utilization review (DUR) Clinical prior authorization and step therapy; Consumer and physician education; Disease management; and Consumer compliance programs. While meeting the test in the commercial sector, PBMs are also exceeding expectations in the Medicare prescription drug benefit. As administrators of the new benefit, PBMs have achieved higher-than-expected savings of 29 percent and are on track to save Medicare and its beneficiaries $469 billion from 2006-2015 according to PricewaterhouseCoopers. PCMA eagerly looks forward to working with member companies to identify and strategically position our industry to respond to the various opportunities and challenges on the horizon.
