MHS Planning & Design is a small consulting firm with offices in Tyler, Texas. Mark Spencer is the principal of the firm and has been active in the park planning since 1975. To date, Mr. Spencer has assisted over fifty cities and counties throughout Texas with their parks, recreation and open space issues.
