SPECTRUM INVESTIGATIVE SERVICES has been conducting ABIP, Alternative Broadcast Inspection Program, inspections since the program's inception over a dozen years ago. Consisting of Larry Hardy, a former FCC Inspector, and Bob Shotwell, an FCC licensed and certified broadcast engineer, Spectrum provides ABIP inspectional services in the six New England states.
