Pioneer Telephone is physically located in Maine, but they provide service across the whole United States. Pioneer currently offers T1 dedicated service, along with their very cheap long distance, that makes having a T1 pretty redundant. Since the cost of most T1 service is around 1.7 cents per minute, why pay the monthy costs associated with the service coming from the local POP, when you can get service almost as cheap from Pioneer without any monthly fees?
