1984: CMU EMS was founded in 1984 by students who wished to expand Carnegie Mellon Police Department's [CMPD] emergency medical services. At that time, CMPD had several EMTs on the force. In 1986 CMPD discontinued their medical response program and began transferring all medical calls to CMU EMS. From its beginning CMU EMS has responded to both minor and serious calls. 1985: CMPD phases out their medical transport vehicles in anticipation of the passage of Pennsylvania Emergency Services Act 45, which specifies minimum staffing and equipment for ambulances. CMPD donates some of their medical equipment to CMU EMS. CMU EMS special event staffing starts with the February 1985 Beaux Arts Ball. 1986: White pullover uniform instated. Special event coverage expands with buggy, Homecoming, and Carnival. Call volume was variable, at 1-20 calls per month. 1990: Orange windbreaker uniform implemented. The bylaws were rewritten to include offices of President, Captain, Vice President, and Treasurer. CMU EMS obtains insurance through Campus Police. Pennsylvania state tripsheets used for a short period of time, then switched to NY state tripsheets. Non state-certified members permitted. First Responder course run on campus; only six of 20 initial participants completed the course. 1991: Two-way radios purchased and put into use shortly before Spring Carnival. First set of protocols (now operating policies) written. CMU EMS makes a short-lived attempt to use New York State trip sheets to document calls. 1992: In-house CMU EMS tripsheets, refusals, and on-scene note sheets developed. Yellow windbreaker uniforms purchased. New CMU EMS ID cards designed. EMS office moves to Skibo 58. "Captain" office renamed to "Operations Manager," with term changed from academic year to calendar year. VP and Treasurer offices combined, and Medical Equipment Manager, Scheduling Coordinator, and Training Director positions created. System of medic numbers created. Membership requirements updated, including requirement to be staffed by at least one EMT at all times. 1993: Training manual and training checklists written. Incident report, buggy report, and special event request forms also designed.
