PBCSD, a multi-purpose special district, was formed on July 1, 1982 by local voters. Under its enabling act, PBCSD can provide many other municipal-type services when requested by the residents, authorized by its Board of Directors ("Board") and approved by the Monterey County Local Agency Formation Commission. PBCSD is governed by a five-member Board which is accountable to the electorate in the same manner as city councils and county boards of supervisors. Directors must be residents of the District and they stand for election every four years. The District's investment in facilities, equipment and land totals approximately $55 million. The current annual budget is $18.2 million which includes $9.7 million in operations and $8.5 million in capital outlay appropriations. PBCSD has a regular staff of six in its administrative and engineering office, five in its maintenance department and 44 CAL FIRE contract firefighters, including seven firefighter/paramedics.
