Dowling Associates, Inc. is a traffic engineering and transportation planning consulting firm based in Oakland, California with offices in the Central Valley and Sacramento. Founded in 1986, we currently employ over 30 full-time professional and support staff. Our clients include the Federal Highway Administration, the National Academy of Sciences, Caltrans, Florida DOT, the University of California, plus numerous cities, counties, and metropolitan planning organizations. The diverse experience and training of our key personnel are the strengths of Dowling Associates. Principals are actively involved in the Transportation Research Board and the Institute of Transportation Engineers. Seven of the staff are certified civil engineers, six are certified traffic engineers and four are AICP certified planners. Our principals also teach university courses and participate in significant government research projects. Dowling Associates, Inc. uses state of the art computer software including traffic simulation software such as Paramics, VISSIM, CORSIM and Synchro; travel modeling software such as Transcad, Cube/TP+/Viper, EMME/2, TRANPLAN, MINUTP and QRS; and traffic analysis software such as HCS, FREQ and TRANSYT-7F.
