CEA, founded in 1977 by Dr. Bruce A. Bell and Dr. Raul Cardenas, provides high quality environmental engineering and science services, including wastewater and storm water management, wetlands and ecological investigations, site assessments and remediation, environmental compliance and contingency planning, permitting services, and litigation support. CEA is a small firm, allowing for the intimate involvement of the principals and senior staff in all projects, assuring the highest level of professional expertise and services to our clients. Our staff consists of highly trained environmental engineers, scientists, technicians, and support personnel well versed in federal (Clean Water Act, Resource Conservation and Recovery Act) and state (New Jersey Industrial Site Remediation Act, New York State Environmental Quality Review Act) statutes and implementing regulations. We assure high quality output by continually training our personnel and maintaining an in-house quality control program. Our support systems, including computers, office and technical software, and reproduction equipment allow efficient data management, modeling, and report preparation. At CEA, we have a corporate philosophy that emphasizes honest and direct communications with our clients. We understand that an honest assessment is not always good news and is not always what our client wants to hear. We have also found, however, that most clients eventually appreciate our directness, particularly if it ultimately helps them to avoid costly or time-wasting efforts.
