Horizon Project Incorporated is dedicated to it's mission statement, "Providing Quality Services to a Healthy Community." Horizon was founded in 1977 by a group of local citizens to enable individuals with developmental disabilities to participate in out of home activities. During the ensuing years Horizon has evolved to include comprehensive community services available to all. In summary, our company is constantly changing in response to the needs of Milton-Freewater, Pendleton, Hermiston and the state of Oregon and humanity as a whole. Horizon Project Inc. is a private, nonprofit corporation. It is governed by a volunteer board of directors drawn from local business leaders and other professional people. It is the goal of Horizon Project Inc. to be in a constant state of readiness both financially and philosophically, to respond to the needs of our community. We are dedicated to providing the effort necessary to achieve these goals. Horizon Project Inc. is a diversified organization. We provide vocational and residential services to adults with developmental disabilities. We also support such folks with an alternative work environment. For many years we have provided the community with drop-off and curbside recycling services. Recently we have expanded into the areas of low income housing, employment services and youth services.
