Community Action Agency of Delaware County, Inc (CAADC) serves as Delaware County's designated anti-poverty agency. We provide emergency shelter if an individual or family is homeless. We provide rental and/or utility assistance to those facing eviction or utility shut-off, and offer case management services to help people connect with the supportive services needed to get out of a crisis situation. We also provide work readiness training, basic educational skills, GED preparation, life skills management, and childcare services. Our property management, construction and maintenance departments provide affordable rental housing and homeownership opportunities while rebuilding and revitalizing decaying neighborhoods, and strengthening communities. Incorporated in l979, CAADC remains aggressive in its commitment to assist the economically disadvantaged population of Delaware County reach its goal of self-sufficiency. Last year, CAADC delivered over 145,000 units of service to needy households in the areas of housing, economic development, emergency services, food distribution, employment and training, case management/counseling and information & referral. A total of five (5) service delivery sites have been established in Delaware County to ensure access to, and delivery of services. CAADC employs 115 staff to serve county residents. The current agency budget is approximately $14 million. In 1981, CAADC established its temporary housing program and in 1985, opened the Family Management Center, the first emergency shelter facility in Delaware County. Today, CAADC owns and manages four (4) emergency shelter facilities. The ongoing expansion of CAADC's housing program has resulted in the creation of over 300 affordable housing units. The agency also maintains and operates its own fleet of vehicles and warehouse facilities, and owns and manages three (3) commercial facilities. CAADC is a subcontractor of all three (3) public utility companies providing energy conservation retrofits to homes of needy families and seniors. CAADC also owns and operates Delaware County Construction Company, an economic development venture that provides private, market rate construction services. Community Action Agency of Delaware County, Inc. (CAADC) receives funding from a variety of public and private sources. CAADC works hard to ensure that public and private funds go toward client services. As indicated in the chart below, only 8% of the agency budget is spent on administration.
