Training Solutions Plus, Inc. (TSP) is a minority woman-owned small disadvantaged business (8(a) SDB MWOB) located in Manassas, VA. TSP was founded in 1996 by Denise Spencer-Kelley, an instructional systems designer by trade. Mrs. Spencer-Kelley created TSP to design and develop the highest quality training programs on time and within budget while ensuring that service remains a focal point in meeting the customers' need.
