Sterling Environmental Engineering, P.C. (STERLING), a professional corporation owned by Mark P. Millspaugh, P.E., was formed in July 1993 to provide a wide range of environmental consulting and professional engineering services related to environmental projects. STERLING is located at 24 Wade Road, Latham, New York, convenient to both the Central Office of the New York State Department of Environmental Conservation (NYSDEC) and the NYSDEC Region 4 office. STERLING is currently managing projects involving solid and hazardous waste management and permitting, brownfield development, third-party cost estimates, environmental impact analysis, site investigations and remedial plans, construction management, expert testimony, litigation support, and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) cost recovery. STERLING has been designated by the NYSDEC as a Qualified Remedial Consultant (QRC) for solid and hazardous waste site projects and Environmental Quality Bond Act (EQBA) Title 3 work. STERLING's project management and cost control policies are based upon developing a clear scope of work and a Service Agreement, which clearly delineates the level of effort and the deliverables required for the project, as well as the terms and conditions of the business arrangement.
