YRCI provides clients with quality services aimed at meeting their most critical Human Resource needs by augmenting in-house programs and staff or by delivering full-service outsourced offerings. YRCI has substantial experience in the federal human resources arena. Since our inception, YRCI has worked with more than 25 federal government agencies. Our commercial clients include finance, technology, security services, pharmaceutical, and management/government consulting organizations. The Department of Education's (ED's) Federal Student Aid (FSA) has selected YRCI along with teammate, COE (The Center for Organizational Excellence), to perform the work for a new task order established under YRCI's existing BPA with FSA. The purpose of this task order is to evaluate FSA's current staffing levels and skill mix, and propose alternative strategies to optimize operational performance or to reorganize business units. Through a comprehensive analysis of FSA's organization, operations, and goals, the YRCI Team will compile a Baseline Report of current conditions and a Workforce Optimization Report outlining suggestions for organizational improvement. The Defense Finance and Accounting Service (DFAS) has awarded a Blanket Purchase Agreement (BPA) to the team comprised of YRCI and Management Concepts. The BPA is valid for up to five (5) years and will include task orders in two (2) prime areas: Human Resources Services and Program Management, Accounting, Consulting, and Training Services. The Department of Veterans Affairs (VA) has awarded YRCI a contract to provide classification support. Specifically, YRCI employees will produce General Schedule and Federal Wage System position descriptions (PDs), career ladders, and summary evaluation statements for inclusion in VA's electronic PD Library. Additional tasks will include reviewing sample PDs; comparing PDs to published OPM classification standards; revising PDs to reflect a gold standard of accuracy and validity; and preparing summary evaluation statement; and producing Title 38 Hybrid functional statements. The National Institutes of Health (NIH) has contracted with YRCI to provide HR services under a Blanket Purchase Agreement (BPA). The work will begin with staffing services being provided to NIH's National Institute of Allergy and Infectious Diseases (NIAID) with more work to follow with multiple agencies within NIH. Having been providing HR services to the Pension Benefit Guaranty Corporation (PBGC) for nearly two (2) years, PBGC has not only decided to exercise the next option year in their BPA with YRCI, but has also taken on two (2) new YRCI Staffing Specialists. Having worked with other divisions within the Department of Transportation (DOT), the Federal Motor Carrier Safety Administration (FMCSA) has awarded two (2) new HR contracts to YRCI. We will be providing both staffing/classification expertise and time and attendance/payroll support services. The Defense Nuclear Facilities Safety Board (DNFSB) has awarded YRCI a contract to provide HR assistance. More Specifically, YRCI's personnel will prepare standard HR forms, review and verify system data, copy and compile packages for transmission to the Bureau of Public Debt (BPD) and the National Finance Center (NFC), and assist in the resolution of questions/problems concerning payroll, processing, retirement, and benefits. In addition to the HR policy, classification, and staffing services we have provided to the Department of Justice (DOJ), YRCI has also been selected to conduct a thorough "top to bottom" audit review of DOJ's Official Personnel Files (OPFs) of all the agency's existing and separated employees to ensure that all employee OPFs are current and accurate as it pertains to the individual appointment and employment-related status of each employee, to include payroll and compensation. YRCI will, therefore, be able to provide validation that: (1) all employee OPFs contain official documents that are up-to-date as of the employees' current appointment; (2) all compensation and benefit forms are sufficiently represented in the employee's official employment record; and (3) all other personnel payroll data in the OPF are accurately represented and authorized. After more than a year of successfully providing excellent employees to the Nuclear Regulatory Commission (NRC), they have decided to continue working with YRCI under the HR BPA established in the spring of 2006. NRC has issued a new task order to continue the services of YRCI's Staffing and Classification Specialists. The Architect of the Capitol (AOC) has again chosen YRCI to fulfill their HR need. YRCI will be performing Employee Relations (ER) services for AOC. Specifically, we will be responsible for analyzing documentation submitted for, or in response to, employee disciplinary actions and workers' compensation claims; drafting disciplinary correspondence, preparing disciplinary files, and drafting Congressionals; presenting the agency's disciplinary cases before a third party hearing officer; advising managers and employees on disciplinary and workers' compensation procedures; investigating employee grievances and drafting grievance reports; and assisting with the development, revision, communication, and implementation of policies. YRCI has been chosen by the U.S. Postal Service (USPS) to conduct a review of the USPS Office of the Inspector General's (OIG's) Official Personnel Folders (OPFs) with an emphasis on correcting retirement code errors when identified. Having worked with the U.S. Holocaust Memorial Museum in the past, they knew they could rely on YRCI for additional HR services. YRCI will provide classification and staffing services to the Holocaust Museum, including position management; desk audits; title, series, pay plan, and grade assignments; policy development; and the full range of internal staffing activities including recruitment, placement, and merit promotion. Already having an established relationship with YRCI's Contracts Management & Procurement division, the U.S. Geological Survey (USGS) has also now awarded YRCI a contract for HR services. Providing personnel at both the specialist and assistant levels, YRCI will be responsible for administering recruitment programs for assigned organizational areas, including merit promotion, DEU, and recruitment under special hiring authorities; providing advice to management to resolve highly critical staffing issues; using an automated recruitment system (Hiring Manager Xi) to create and issue merit promotion and delegated examining announcements; analyzing application packages to determine if candidates meet qualification and eligibility requirements; reviewing and approving personnel action requests; and responding to employment inquiries providing an explanation of hiring procedures and determinations. The U.S. House of Representatives has again turned to YRCI for HR assistance. Providing the services of a Federal Retirement Benefits Specialist, YRCI's specialist serves as liaison to designated offices providing expert, authoritative services to management and staff for retirement benefits. More specifically, YRCI will provide guidance and assistance on all aspects of retirement planning, including CSRS and CSRS-Offset, their nature and underlying concepts, and FERS, with its three-tiered structure (Social Security, Basic Benefit Plan, and Thrift Savings Plan); verify eligibility for FERS coverage; counsel on the merits of CSRS-Offset versus FERS; handle retirement contributions and refunds; counsel employees with retirement options; and perform internal audits of employee official personnel records. Having provided them outstanding support in the past, the Department of Justice (DOJ) has again contracted with YRCI for HR services. Our specialist will assist and advise in the areas of HR policy, staffing, and classification. The Department of Transportation's (DOT) Office of the Inspector General (OIG) awarded YRCI a contract for staffing support. Our Staffing Specialists will work within OIG's Office of Human Resources to write and post merit promotion and delegated examining announcements using OIG's automated recruitment system with internet/intranet web access. They will also use the automated staffing system to post all vacancy announcements, determine qualifications, issue certificates under merit promotion procedures, delegated examining (open competition) and non-competitive procedures, provide data regarding the staffing process, audit case files, closeout case files, and maintain information in accordance with all applicable rules and regulations. The Department of Education's (ED) Federal Student Aid (FSA) has contracted with YRCI for one of only two awarded Blanket Purchase Agreements (BPA) for Human Resources Services. YRCI looks forward to the opportunity to supply services in the areas of Human Resources Operations, Employee and Labor Relations, Workforce Development Services, and Human Capital Management Support. The Pension Benefit Guaranty Corporation (PBGC) has awarded YRCI two additional orders under the previously established HR Services Blanket Purchase Agreement (BPA) to provide Staffing Specialists with QuickHire expertise. These staffers will augment the HR staff currently provided staffing and benefits services to PBGC. The U.S. Coast Guard (USCG) has not only decided to exercise their first option year on YRCI's current classification project (awarded in March 2006), but has also added an additional classification and staffing position. Beyond the extension and growth of current projects, USCG has also awarded YRCI a new contract to provide retirement counseling at multiple sites nationwide. Having successfully provided HR services to them in the past, the U.S. Department of Agriculture (USDA) turned to YRCI for additional HR assistance. They awarded YRCI a contract to perform classification desk audits at multiple locations around the country.
