Dubuque County Early Childhood (DCEC), a nonprofit organization, supports healthy and 
successful children. Founded in 1999, the organization is a community leader supporting 
collaborative efforts and family resources for local children age birth to five. All efforts are accomplished through partnerships with other entities and citizens in the community.
