SEAT is a multi-municipal public agency created by the local municipalities and acting ordinances similar to the Southeastern Connecticut Council of Governments. Thus SEAT is not a state agency. SEAT consists of nine member towns: East Lyme, Griswold, Groton, Ledyard, Montville, New London, Norwich, Stonington and Waterford. All SEAT fixed assets and land are owned by the State of Connecticut and are leased to SEAT. SEAT has contracted with the Mashantucket Pequot Tribe and Foxwoods Resort and Casino to support their mass transportation system by transporting people on SEAT busses on and off the reservation and further, by repairing motor vehicles belonging to the Mashantucket Pequot Tribe and Foxwoods Resort and Casino. These services are rendered pursuant to a contract entered into between the parties.
