directs the Public Utilities Commission (PUC) to provide funding and support, through a self-generated incentive program, for the installation of solar energy systems on new and existing residential and commercial sites. directs new residential home developers of more than 50 units to offer solar systems to customers by 2010. raises the cap on net metering installations to 5 percent of a utility's total electricity sales. Rebates to homes and businesses installing solar energy systems would initially lower the cost of installation from about $13,000 to $8,500 but would decrease over time, ending no later than the end of 2016.
